I don’t even think they should be required to keep them in a working state, but they should absolutely be required to make them accessible and not allowed to prevent alternative servers after they stop hosting them themselves and not allowed to remove content you paid for from your possession.
In concept. Every single time I’ve tried to use it I’ve had issues. The movies stop constantly, files become unreachable for some indiscernible reason preventing me from continuing from the same source, the app bugs out like crazy, some things aren’t all that easy to find, the quality isn’t always great or there’s weird stuff like embedded subtitles or watermarks.

Is that with a paid plan? My brief experience using it was very much not like that. I’d search for a song and it would tell me something along the lines of “you can’t choose a song to play but you can listen to a channel based on it” and a lot of stuff didn’t seem to be on there at all. This was probably 5(maybe more) years ago now, so I have no idea how it’s changed since then.
